    The Impacts of the City and County of Denver’s Breed Specific Legislation

    In August of 1989, the City and County of Denver, CO, USA enacted legislation that prohibits the presence of all “pit bull” type dogs (PBTD) (defined in Denver as: American Pit Bull Terrier, American Staffordshire Terrier, or Staffordshire Bull Terrier) within the city limits. In the 30 years the “pit bull ban” has been in place, the City and County of Denver and its animal control agency, Denver Animal Protection, have committed substantial resources to removing PBTDs from the community, including patrolling communities and/or responding to complaints made by neighbors, conducting thorough breed evaluations of suspected PBTDs, and kenneling PBTDs found in the city limits. This Social-Environmental-Economic Impact Assessment (SEEIA) examines how the City and County of Denver’s Breed-Specific Legislation (BSL) policy has impacted the economic and social systems of the Denver community. An economic assessment of BSL identified that the City and County of Denver has spent at least 5.8milliononenforcingthelegislation,withadditionaleconomicanalysesestimatingthatBSLresultedinapproximately5.8 million on enforcing the legislation, with additional economic analyses estimating that BSL resulted in approximately 107 million in lost direct and indirect economic activity related to lost pet care revenue. BSL in the City and County Denver has resulted in an extended length of stay for PBTDs in the care of animal shelters and also places additional strain on transfer partnerships with shelters in surrounding communities. An estimated $1 million has been spent by shelters in surrounding communities to care for the PBTDs that are transferred as a result of BSL. An assessment of the social impacts of BSL determined that the removal of a single breed of dog is inconsistent with the documented benefits of increasing opportunities for pet-keeping in community. Furthermore, the disproportionate enforcement of BSL in underserved communities and communities of color perpetuates historic trends of discrimination and marginalization in the U.S. and negatively impacts social cohesion of these communities. Despite some of the more negative impacts of the legislation, there appear to be a number of social factors that have sustained Denver’s “pit bull” ban. While in the minority of opinions, 19.4% of Denver residents who participated in an online survey about BSL (n = 252) said that the City and County of Denver’s breed ban positively impacted their perception of Denver and 24.6% of Denver residents said that the breed ban makes them feel safer. This perceived increase in sense of safety, even if only reported for a minority percentage of Denver residents, may continue to serve as the primary reason for policymakers to continue the ban in the present day (Maher, 2009, September 24). The breed ban’s prioritization of human public safety at the expense of the welfare of a specific type of dog, particularly without a substantial impact on the former, represents a diversion from the components that contribute to a Humane Community. In conclusion, we recommend alternatives to BSL that will address the root causes of the issue of dangerous dogs, including: building the City and County of Denver\u27s capacity to support residents in caring for their pets by identifying and expanding pet-support infrastructure such as affordable and accessible veterinary and behavior services, implementing robust non-breed-specific dangerous dog laws, and implementing evidence-based interventions for challenges to social cohesion and interpersonal and interspecies violence

    Prison-Based Dog Training Programs: Standard Protocol

    Across the United States, the number of prison-based dog training programs (PDPs) has increased substantially over the past several years. Currently, there are approximately 255 PDPs across 47 states that operate in a variety of correctional settings; however, there is little information available on how to successfully develop and implement a PDP. As a result, the research team from the Institute for Human-Animal Connection (IHAC) has developed a standard protocol to help guide PDP development and implementation. This report identifies common practices of PDPs and incorporates both general and context-specific recommendations that were gathered from interviews with PDP staff, relevant literature, and content experts. In total, 21 interviews with 20 programs were conducted. PDPs were asked about several program features, including policies and procedures, key personnel, funding, materials, physical spaces, supervision and monitoring, safety considerations, animal welfare, handler selection and training, and program benefits. This report highlights the benefits of PDPs to dogs, humans, prisons, local communities, and society as a whole and identifies challenges related to funding, staffing, and operating in a correctional setting. Findings from the protocol point to the importance of planning, staffing, communication, internal support, and training curriculum in successful program implementation

    The metabolic demands of cancer cells are coupled to their size and protein synthesis rates.

    BACKGROUND: Although cells require nutrients to proliferate, most nutrient exchange rates of the NCI60 panel of cancer cell lines correlate poorly with their proliferation rate. Here, we provide evidence indicating that this inconsistency is rooted in the variability of cell size. RESULTS: We integrate previously reported data characterizing genome copy number variations, gene expression, protein expression and exchange fluxes with our own measurements of cell size and protein content in the NCI60 panel of cell lines. We show that protein content, DNA content, and protein synthesis per cell are proportional to the cell volume, and that larger cells proliferate slower than smaller cells. We estimate the metabolic fluxes of these cell lines and show that their magnitudes are proportional to their protein synthesis rate and, after correcting for cell volume, to their proliferation rate. At the level of gene expression, we observe that genes expressed at higher levels in smaller cells are enriched for genes involved in cell cycle, while genes expressed at higher levels in large cells are enriched for genes expressed in mesenchymal cells. The latter finding is further corroborated by the induction of those same genes following treatment with TGFβ, and the high vimentin but low E-cadherin protein levels in the larger cells. We also find that aromatase inhibitors, statins and mTOR inhibitors preferentially inhibit the in vitro growth of cancer cells with high protein synthesis rates per cell. CONCLUSIONS: The NCI60 cell lines display various metabolic activities, and the type of metabolic activity that they possess correlates with their cell volume and protein content. In addition to cell proliferation, cell volume and/or biomarkers of protein synthesis may predict response to drugs targeting cancer metabolism

    Tricks and treats: designing technology to support mobility assistance dogs

    Assistance dogs are a key intervention to support the autonomy of people with tetraplegia. Previous research on assistive technologies have investigated ways to, ultimately, replace their labour using technology, for instance through the design of smart home environments. However, both the disability studies literature and our interviews suggest there is an immediate need to support these relationships, both in terms of training and bonding. Through a case study of an accessible dog treats dispenser, we investigate a technological intervention responding to these needs, detailing an appropriate design methodology and contributing insights into user requirements and preferences

    Semaphorin 3A Suppresses Tumor Growth and Metastasis in Mice Melanoma Model

    <div><h3>Background</h3><p>Recent understanding on cancer therapy indicated that targeting metastatic signature or angiogenic switch could be a promising and rational approach to combat cancer. Advancement in cancer research has demonstrated the potential role of various tumor suppressor proteins in inhibition of cancer progression. Current studies have shown that axonal sprouting inhibitor, semaphorin 3A (Sema 3A) acts as a potent suppressor of tumor angiogenesis in various cancer models. However, the function of Sema 3A in regulation of melanoma progression is not well studied, and yet to be the subject of intense investigation.</p> <h3>Methodology/Principal Findings</h3><p>In this study, using multiple <em>in vitro</em> and <em>in vivo</em> approaches we have demonstrated that Sema 3A acts as a potent tumor suppressor <em>in vitro</em> and <em>in vivo</em> mice (C57BL/6) models. Mouse melanoma (B16F10) cells overexpressed with Sema 3A resulted in significant inhibition of cell motility, invasiveness and proliferation as well as suppression of <em>in vivo</em> tumor growth, angiogenesis and metastasis in mice models. Moreover, we have observed that Sema 3A overexpressed melanoma clone showed increased sensitivity towards curcumin and Dacarbazine, anti-cancer agents.</p> <h3>Conclusions</h3><p>Our results demonstrate, at least in part, the functional approach underlying Sema 3A mediated inhibition of tumorigenesis and angiogenesis and a clear understanding of such a process may facilitate the development of novel therapeutic strategy for the treatment of cancer.</p> </div

    Antimicrobial resistance among migrants in Europe: a systematic review and meta-analysis

    BACKGROUND: Rates of antimicrobial resistance (AMR) are rising globally and there is concern that increased migration is contributing to the burden of antibiotic resistance in Europe. However, the effect of migration on the burden of AMR in Europe has not yet been comprehensively examined. Therefore, we did a systematic review and meta-analysis to identify and synthesise data for AMR carriage or infection in migrants to Europe to examine differences in patterns of AMR across migrant groups and in different settings. METHODS: For this systematic review and meta-analysis, we searched MEDLINE, Embase, PubMed, and Scopus with no language restrictions from Jan 1, 2000, to Jan 18, 2017, for primary data from observational studies reporting antibacterial resistance in common bacterial pathogens among migrants to 21 European Union-15 and European Economic Area countries. To be eligible for inclusion, studies had to report data on carriage or infection with laboratory-confirmed antibiotic-resistant organisms in migrant populations. We extracted data from eligible studies and assessed quality using piloted, standardised forms. We did not examine drug resistance in tuberculosis and excluded articles solely reporting on this parameter. We also excluded articles in which migrant status was determined by ethnicity, country of birth of participants' parents, or was not defined, and articles in which data were not disaggregated by migrant status. Outcomes were carriage of or infection with antibiotic-resistant organisms. We used random-effects models to calculate the pooled prevalence of each outcome. The study protocol is registered with PROSPERO, number CRD42016043681. FINDINGS: We identified 2274 articles, of which 23 observational studies reporting on antibiotic resistance in 2319 migrants were included. The pooled prevalence of any AMR carriage or AMR infection in migrants was 25·4% (95% CI 19·1-31·8; I2 =98%), including meticillin-resistant Staphylococcus aureus (7·8%, 4·8-10·7; I2 =92%) and antibiotic-resistant Gram-negative bacteria (27·2%, 17·6-36·8; I2 =94%). The pooled prevalence of any AMR carriage or infection was higher in refugees and asylum seekers (33·0%, 18·3-47·6; I2 =98%) than in other migrant groups (6·6%, 1·8-11·3; I2 =92%). The pooled prevalence of antibiotic-resistant organisms was slightly higher in high-migrant community settings (33·1%, 11·1-55·1; I2 =96%) than in migrants in hospitals (24·3%, 16·1-32·6; I2 =98%). We did not find evidence of high rates of transmission of AMR from migrant to host populations. INTERPRETATION: Migrants are exposed to conditions favouring the emergence of drug resistance during transit and in host countries in Europe. Increased antibiotic resistance among refugees and asylum seekers and in high-migrant community settings (such as refugee camps and detention facilities) highlights the need for improved living conditions, access to health care, and initiatives to facilitate detection of and appropriate high-quality treatment for antibiotic-resistant infections during transit and in host countries. Protocols for the prevention and control of infection and for antibiotic surveillance need to be integrated in all aspects of health care, which should be accessible for all migrant groups, and should target determinants of AMR before, during, and after migration.     The CMS Phase-1 pixel detector upgrade

    The CMS detector at the CERN LHC features a silicon pixel detector as its innermost subdetector. The original CMS pixel detector has been replaced with an upgraded pixel system (CMS Phase-1 pixel detector) in the extended year-end technical stop of the LHC in 2016/2017. The upgraded CMS pixel detector is designed to cope with the higher instantaneous luminosities that have been achieved by the LHC after the upgrades to the accelerator during the first long shutdown in 2013–2014. Compared to the original pixel detector, the upgraded detector has a better tracking performance and lower mass with four barrel layers and three endcap disks on each side to provide hit coverage up to an absolute value of pseudorapidity of 2.5. This paper describes the design and construction of the CMS Phase-1 pixel detector as well as its performance from commissioning to early operation in collision data-taking.Peer reviewe
